CauseThe KMA cluster was not fully established, there were 2 KMA's which were "not responding": From the KMA List: okm1 prd x.x.x.x x.x.x.x 0 build1195.1 true Responding 0 0 1004 994 0 false true Not Present

In this scenario, the 2 down KMA's needed to be re-iped so the solution was to delete them from the OKM GUI. We were then able to successfully enroll the tape drive via VOP.
