Symptoms

When creating a Container Database (CDB) using DBCA Template, database creation fails with ora-00020.

While this is reported on Exadata Systems, it can be seen on any system with a large number of cores and / or a high value for the init parameter "parallel_max_servers".

Cause

Default setting for init parameter "processes = 300" is insufficient.

Two defects were filed on this issue.

Solution

There are two  Workarounds:

1: Set processes parameter to greater than 600.

OR

2: Unset processes parameter and system will default to 80 * number of CPU cores detected.
