Cause

 In this case a vlan has not been created on 0A-ETH-2

Solution

 This state will change from Reset to Up when a VLAN is created for the connector 0A-ETH-2 .

In this case if using vlan 12 and default partition the CLI command would be:

ibgwswx#createvlan 0A-ETH-2 -vlan 12 -pkey default

For Exalogic virtual, all changes should be made using Ops Centre and not the switch CLI
