Symptoms

 ACSLS reporting : RPC clnttcp_create() Program not registered to client 127.0.0.1, Port: 0, Errno = 146 (Connection refused)

Changes

 Customer's Unix admin bonded two ports on Netbackup media server and now the server is unable to communicate with the tape library.

Cause

 Errno = 146(Connection refused) means that the Netbackup media server may be hung or busy or is not accepting connections because of changes in the network configuration.

Solution

ACSLS should not be sending response packets to IP address 127.0.0.1.  It looks like the client is identifying itself with the IP address of 127.0.0.1 which is the client's loopback address.
"Connection refused" means that connection is being rejected by the NetBackup host.

After further analysis, the customer's system administrator found that his configuration tool on the Linux server had overwritten the /etc/hosts file and set the IP to 127.0.0.1.  

This was corrected, and the Linux server bounced.  Everything is now working correctly.
