Eagle Signalling Transfer Point (STP) E5-OAM Integrated Measurements Subsystem is sending measurement files *.csv to File Transfer Protocol (FTP) servers intermitently and STPs are generating Unsolicited Information Messages (UIM) 1254 "Scheduled transfer failure" and 1253 "Report transfer failure FTP Server".

The issue has the following business impact:
Some measurement files are lost.
Cause
This issue is caused because Eagle STP's E5-OAM Integrated Measurements Subsystem is not working properly.
EVIDENCE OF CAUSE:

Based on collected logs, measurement files/report *.csv are not sent properly to FTP servers because of FTP client packet send failure (FTP Error: 597)

Solution
To implement the solution, please execute the following steps on a low traffic period (maintenance window), starting on one STP and then work on the mate STP:
1. Identify the active Maintenance and Administration Subsystem Processor (MASP) and standby MASP by running rept-stat-meas command:
