ChangesThis is seen as a result of upgrading to or running the 2013.1.2.x code level and above.
CauseThe cause is due to the changes implemented through bug 15556647.
SolutionIn order to be able to assign cluster resources, the node must be in owner state and that head is owning all of the resources with the other head stripped. So in order to be able to assign resources one head must takeover all resources. Then the assignment changes can be done. Then a failback is done to get the resources in their proper place.
