Symptoms

SLS6699E messages indicating no free vMVC (virtual MVC) available for use in the VLE.

Receiving SLS6699E messages showing no vMVCs available in the VLE.

Display MVCPOOL (D MVCP) shows no pool for VLE MVCs.

SLS6699E MVC SPACE CRITICAL - PLEASE ADD MORE MVCS TO MVCPOOL(vle_pool) AND REPLY R TO RETRY

Changes

SMC and HSC had been stopped.

Cause

Only HSC was restarted and SMC remained down.  Without SMC started, there is no connection to the VLE.  With no connection, VTCS cannot get the vMVC count from the VLE.

Solution

Start SMC so the VLE can be utilized for migration to and recalls from vMVCs.  Once SMC is started, the VLE can be queried for free vMVCs in that pool.
