Symptoms

One of the main interface to the exadata machines is running at 1GB/s despite being on a 10GB/s network. 

Cause

One of the network interfaces is flapping leading to very slow network performance
 
NICs eth4 and eth5 are bonded to bondeth0 and out of which eth5 is having issues, flapping up/down,
that is affecting the performance of the network on bondeth0.
 

Solution

In this instance, the SFP+ was replaced to cease the port flapping.
