Symptoms

DBconsole aka DBcontrol no longer works after upgrading your RDBMS on the Oracle database appliance
 

Changes

 You have recently upgraded the RDBMS version into a new RDBMS Oracle Home

Cause

 Not migrating the DBConsole Binaries along with the RDBMS

NOTE: As of 12c Dbconsole aka Dbcontrol has been replaced by a new tool - Oracle EM Express

Database Control (dbconsole) no longer exists in the 12c database. Instead it has been replaced by Oracle Enterprise Manager Database Express (Oracle EM Express)

Oracle Enterprise Manager Database Express (EM Express) is a web management product which is built into the Oracle database
Oracle EM Express does not require installation or any special management

From How To Manually Upgrade DBConsole Configuration After Database Upgrade (<Document 1293264.1>)

1. There is no need to drop and recreate the dbconsole after database upgrade. (although this is an option )
2. Ensure that the following dbconsole configuration files exists in OLD ORACLE HOME from where the database was upgraded: 
    
   <OLD_ORACLE_HOME>/<hostname_SID> directory
   <OLD_ORACLE_HOME>/oc4j/j2ee/OC4J_DBConsole_<hostname_SID> directory
  
3. Once the database is upgraded to NEW ORACLE HOME, to upgrade the dbconsole, execute the following command from NEW ORACLE HOME:
  
    <NEW_ORACLE_HOME>/bin> emca -upgrade db
 
   When prompted for the ORACLE_HOME, enter the OLD_ORACLE_HOME location where the configuration files are existing (as verified in Step 2).
  
The emca -upgrade db command will upgrade the dbconsole configuration files from OLD ORACLE HOME to NEW ORACLE HOME and will upgrade the repository version in the SYSMAN schema.

Delete DB Control Objects:

Option A.1.  Delete DB Control Configuration Files using EMCA
Option A.2.  Delete DB Control Configuration Files Manually
Option A.3.  Delete DB Control Repository Objects using RepManager
Option A.4.  Delete DB Control Repository Objects Manually
Option A.5.  Delete DB Control Configuration Files and Repository Objects using EMCA
