Symptoms
Unable to bring up new FDR HCA's in IB environment while running XgOS 3.8.2. This issue is fixed in XgOS versions above 3.8.2 (Example, fixed in 3.9.0, 3.9.2, and all 4.x XgOS versions).
Cause
Issue was caused by IB subnet manager timing.
Solution
Modified opensm.opts to include 'fdr10 0' in Fabric Interconnect when logged into the Fabric Interconnect as user 'root'. This file is located at:
/opt/xsigo/xsigos/xsigos-<ver>-XGOS/ofed/etc/opensm.opts
