Symptoms

Standby Software Not Ready after RE Install.

Cause

 Failure to reach the Standby Board State of "Standby/Software Ready" can be the result of an HBCR, HBT or backplane problem even though the Standby Board Hardware Ready is "True" and Standby Board Hardware Failure is "False".

Solution

 To assist in troubleshooting this kind of problem remove both A-Side cards and try to come up on the B-Side only.  It should come up as Active Card Side "b", Active Board State "Simplex: Software Ready" with the Standby Board State as "Unknown".

If the active side software does not come ready with the B side cards, and the library fails to initialize or the initialization stops before auditing the drives, swap both the B side HBCR and HBT cards with the A side cards that worked in the A positions.  If the library still does not initialize with cards in the B side only, suspect the backplane.  If it does initialize and comes ready, suspect either the HBCR or HBT card.  If during the troubleshooting the library initializes but the drive audits do not start, suspect the active HBT card is at fault.  

Below is a capture of B side software that would not come ready due to a faulty HBT card in spite of the "False" indication of a hardware failure.
