Symptoms
One or more Drives of same row are INOP or not Powering up.
Drive Tray & Drive work fine when moved to other Bays (on different row).
Problem is confined to Drive Bays of same row.
From a library which had a faulty HBO :

Cause
Faulty HBO Card on SL8500
Faulty PUO Card on SL3000
Solution
Every Drive Tray has a HBD card.
4 different HBDs of same row connects to a single HBO. There are total 16 HBOs in an SL8500.
HBD is ruled out since the Drive Tray as a whole works fine at other bay locations.
FE should re-seat HBO in question and inspect for any damaged connectors.
It's better to go with a spare HBO as it may need to be replaced.
