Solution
Check SUNWkms package files are not corrupt
run pkgchk -l
on following packages
SUNWkmsoss
SUNWkms
SUNWkmssys
Confirm no errors.
If pkgchk fails recommend to replace the KMA server, and restore database from USB drive.
