Symptoms

Some drives are seen under lib admin at 1GB, others are seen on the same switch at 4GB.
(Library at 3.17.03   Drives at 91VF)

Changes

Recommended to have all drive set with loop_id=126 for soft addressing. Also check the switch port link speed and topology settings.

Port loop_id already set to 126 for all drives, switch ports in auto-neg (same results when forced to 4GB).

Have seen similar issues with switch firmware.

Cause

The Report from lib admin did not show evidence of Hardware errors on the drives..
Customer complained that the drives kept going down under NBU.  More likely drives went down once and did not re-negotiate at 4GB after that with the switch.

Solution

FE unplugged/plugged the fiber cables and PORed the drives.
Drives speed links are now seen at 4GB in L700 Library Admin.
Communication between drives and switch is now optimal.

Customer could have reseated the associated ports on the switch. This might have fixed too.
