Symptoms

Attempts to save the current zoning configuration on a switch fail:

switch1:admin> alicreate "myalias","2,10"
switch1:admin> zoneadd "prod","myalias"
switch1:admin> cfgsave
You are about to save the Defined zoning configuration. This action will only save the changes on Defined configuration. Any changes made on the Effective configuration will not take effect until it is re-enabled.
Do you want to save Defined zoning configuration only? (yes, y, no, n): [no] yes
Trans Save failed: Sfc Was Rejected: Remote Switch Unable To Process <----------------FAILURE

Cause

Symptomatic messages from supportshow (errDump):

2008/10/30-11:18:24, [RCS-1006], 40334,, INFO, switch1, State 2, Application Zoning AD0, RCS CM. Domain 102 returned 0x8. App Response Code 13
2008/10/30-11:18:24, [ZONE-1019], 40337,, ERROR, switch1, Transaction Commit failed. Reason code 3 (13) - "Sfc Was Rejected: Remote Switch Unable To Process".

Solution

Attempt zoning changes on an alternate switch in the same fabric

Login to an alternate switch (perhaps an edge switch) in the same fabric.
Now attempt to make some zoning changes

switch5:admin> alicreate "test","2,10"
switch5:admin> zoneadd "prod","test"
switch5:admin> cfgsave
You are about to save the Defined zoning configuration. This
action will only save the changes on Defined configuration.
Any changes made on the Effective configuration will not take effect until it is re-enabled.
Do you want to save Defined zoning configuration only? (yes, y, no, n): [no] yes
Updating flash ...

Success
Now confirm this:

switch5:admin> zoneshow prod
zone: prod
server1; storage1; storage2; test

switch5:admin> alishow test
alias: test
2,10

Now move back to the original switch where the problem was FIRST noticed and verify the success or failure of this workaround:

switch1:admin> alicreate "test2","2,11"
switch1:admin> zoneadd "prod","test2"
switch1:admin> cfgsave
You are about to save the Defined zoning configuration. This
action will only save the changes on Defined configuration.
Any changes made on the Effective configuration will not take effect until it is re-enabled.

fabstateShow or fabricLog -s may be used to further isolate this issue.
A specific sequence of events at the time of switch discovery may loop / timeout or fail
